REGULATIONS OF THE

“INTERNATIONAL COMPETITION PROGRAMME: STOP MOTION ANIMATION ”

“INTERNATIONAL COMPETITION PROGRAMME: BORDERLANDS”

“INTERNATIONAL COMPETITION PROGRAMME: STOP MOTION FOR CHILDREN”

and “PANORAMA” SELECTION

WITHIN THE 12th STOPTRIK INTERNATIONAL FILM FESTIVAL IN MARIBOR (SLOVENIA) AND LODZ (POLAND) 

I. GENERAL

I.1 The organizer of the 12th STOPTRIK INTERNATIONAL FILM FESTIVAL (STOPTRIK IFF, further Festival) in Slovenia is Pekarna Magdalenske mreže. Both competitions (“International Competition Programme: Stop Motion Animation” and “International Competition Programme: Borderlands”) and screening of “Panorama” selection within the 12th STOPTRIK IFF will be held on September 28th – October 2nd October 2022 in Maribor (Slovenia) The organizers of the Festival prioritize LIVE FORMAT of the festival, i.e. organizing the festival on site in real time. In the situation of lock-down in Maribor, Slovenia the Festival will be organized in an online mode (presented sections: “International Competition Programme: Stop Motion Animation”, “International Competition Programme: Borderlands”, “Panorama”, “International Competition Programme: Stop Motion for Children”).

I.2 The organizer of the 12th STOPTRIK INTERNATIONAL FILM FESTIVAL (STOPTRIK IFF) in Poland is Kino Bodo (Bodo Cinema). International competitions (“Stop Motion Animation”, “Borderlands”, and “Stop Motion for Children”) and screening of “Panorama” selection within the 12th STOPTRIK IFF will be held on November 6th-8th 2022. The organizers of the Festival prioritize LIVE FORMAT of the festival, i.e. organizing the festival on site in real time. In the situation of lock-down in Łódź, Poland the Festival will be postponed to the first safe and available date. The organizers will notify the legal representatives of the films presented about the date change in minimum 2 weeks of advance.

I.3 Regulations regarding online mode of the Festival in Maribor, Slovenia.

I.3.1 Screening platform
a) The screenings will be hosted on https://bsf.si/en, Slovenian Film Database.
b) TERMS OF USE of the Slovenian Film Database apply (https://bsf.si/en/terms).
c) The upload of the screenings copies will begin as soon as the files will be provided. The copies will be deleted from bsf.si server immediately after the last screening.
d) In case of LIVE FORMAT, the copies stored at the Slovenian Film Database will not be made available to the public, and deleted immediately after the Festival concludes in Maribor.

I.3.2 Viewing period and outreach
a) Three competitions and Panorama programmes will be available to the public in the time of the planned 12th edition, i.e. from 28.9.2022 (Wednesday) until 2.10.2022 (Sunday).
b) In case the film should be selected for the award, an additional screening of the winning films will be available to the audience from 3.10.2022 (Monday) until 9.10.2022 (Sunday).
c) Option of geo-blocking limited to Slovenia is available upon the request of the Submitters. The request should be expressed in entry form.

I.3.3 Online voting
a) Online voting will be conducted with the use of survey forms accessible from the viewing subpage of www.bsf.si.
b) Due to the geo-blocking option available to the Submitters, the final count will only consider surveys evaluating all films presented within 1 slot.

I.3.4 Safety measures
a) Films will be uploaded to BSF server and completely locked till the agreed time of the screenings. The films will be accessible for online viewing upon the agreed time, and locked again at the agreed time (this includes possible geo limitations (geoblocking) and/or password locking (the password is unusable after the agreed time). Immediately after the viewing time the films will be deleted from the server.
b) The data transfer is not possible anywhere else.
c) Direct link to the film is uploaded as invisible (using indirect bsf.si link) in order for the regular users never to see it, the films are not shown in other search engines or other sites.
d) The software used is Arnes Video.
e) Slovenian Film Database maintains the safety measures.

I.4 “International Competition Programme: Stop Motion Animation” accepts international films made only in the techniques of stop motion animation, realized after January 1st, 2020, no longer than 30 minutes. Selection is conducted by the Programme Director.

I.5 “International Competition Programme: Borderlands” accepts international films that combine stop motion animation with other techniques, realized after January 1st 2020, no longer than 30 minutes. Selection is conducted by the Programme Director.

I.6 “International Competition Programme: Stop Motion for Children” accepts international films made only in the techniques of stop motion animation, realized after January 1st, 2020, no longer than 30 minutes. The competition includes two programmes, each concluded with the audience voting. Inclusion of the particular title in the particular age group category (category 1: AGE 6+; category 2: AGE 12+) is decided by the Selectors.

I.7 Films submitted to the competitions “Stop Motion” and “Borderlands” are considered to be included in the “Panorama” (selection conducted by the Programme Director). The Submitter has a right not to allow the screening in the “Panorama” programme. “Panorama” is not a competitive screening.

I.8 Submission to the competitions is free of charge. 3

I.9 The deadline for submission of films is July 25th, 2022.

I.10 The submission is considered valid when: (1) it clearly states name, surname and contact details of the holder of copy rights for festival distribution of the submitted films, (2) it is signed by the holder of copy rights for festival distribution of the submitted films, (3) all three parts of the submission (1. Statement about privacy policy and data processing; 2. Entry form; 3. Regulations) are delivered by the submission deadline.


II. APPLICATION RULES, GDPR REGULATIONS, AND SELECTION PROCESS

II.1 Competition films can be submitted by producers, distributors, film institutions, individual artists or other entities legally entitled to do that.

II.2 The Festival organizer, Pekarna magdalenske mreže, complies with the GDPR regulations. Personal data provided in the process of submission serves the purposes of (1) submission and participation of audiovisual work in the 12th StopTrik International Film Festival competitions, (2) Festival programme announcements, and (3) communication with the Festival's organizers. Data is stated voluntarily. Processing of the data is based on the Submitter's permission. The receiver of the data is the 12th StopTrik International Film Festival organized and administered by Pekarna magdalenske mreže. The Submitters have the right to withdraw their permission at any given moment, otherwise they permit to process the data in the period of 10 years from the date of signing following documents. The Submitters have the right to require from the administrator of the data an access to their data, its correction, removal or limitation of its processing, as well as to file a complaint to the adequate Superior Authority if their rights are neglected.

II.3 Participation in the Festival requires completion of ENTRY FORM of the film with signature of the owner of rights to the film.

II.4 ENTRY FORM and TERMS AND REGULATIONS should be delivered to the Festival Office either in a closed file by email or through on-line submission system available at www.stoptrik.com

II.5 Precondition for admission to the selection is to fill out the ONLINE ENTRY FORM which can be found on www.stoptrik.com and delivery of the preview or screening copy (obligatorily with English subtitles!).

II.6 The Festival does not charge any fee for submission. The Submitter covers the costs of sending films. The copies will not be returned and will be stored in the archive of STOPTRIK IFF.

II.7 Selection of competition films includes only films submitted within the deadline, and according to the rules specified in this Regulation.

II.8 Preview copy, ENTRY FORM and REGULATIONS must reach the Organizers not later than on July 25th, 2022.

II.9 Liability for legal rights to send the film to the Festival is on the side of the Submitter.

II.10 Whether a submitted film is admitted to “International Competition” or “The Borderlands Competition” is decided by Programme Director of STOPTRIK IFF.

II.11 Films submitted to the Festival Competitions can be selected for the screening in “Panorama” section by the decision of the Programme Director.

III. SELECTION RESULTS, FESTIVAL AND POST- FESTIVAL SCREENINGS

III.1 Submitter will be informed about admission or rejection of the film by e-mail. A list of films admitted to the Competition will be published on www.stoptrik.com not later than on August 25th, 2022.

III.2 After receiving an information about qualification to the competitions or panorama sections, the Submitter is obliged to:
- specify the type/format of screening copy of the film (if different than already submitted)
- send following materials by e-mail to the address: stoptrikfestival@gmail.com: 2 stills (300dpi); head photos and bio of the director (max 600 signs); subtitles in English (preferably srt file); trailer or 2-minute excerpts from the film

III.3 All standard video files (preferably HD) are accepted for the screenings.

III.4 Screenings of competition and panorama films during the Festival can be held no more than 6 times.

III.5 The Submitter declares not to withdraw the film from the Festival after results of the Festival selection are published.

III.6 The Submitter delegates to the festival the right to use promotional materials for free for festival publications (print-outs, website of the Festival) and to promote the Festival in the media.

III.7 The Submitter delegates to the festival the right to use fragments of the film for free (trailer or excerpt up to 2 minutes of the film submitted by the Submitter) in TV broadcast connected to the Festival and in the Internet.

III.8 The Organizer has a right to use excerpts of films (trailers or excerpts up to 2 minutes of the film) and promotional materials for promotion of next editions of the Festival.

IV.2 The awards out of the scope of the regulation can be granted.

IV.3 The list of the awards granted may be reduced.

V. TRANSPORT OF FESTIVAL COPIES

V.1 Costs of transport of copies sent for selection as well as any other transportation costs are covered by the Submitter who is also responsible for all custom duties outside territory of Poland and Slovenia. The Submitter is obliged to follow the custom regulations connected to transport of films. To foreign film packages from outside the European Union should be attached pro-forma invoice at the amount not higher than 5 Euro. The parcel should be marked with ‘For cultural purpose only - no commercial value’.

VI. FINAL PROVISIONS

VI.1 Submission of a film to participate in the Festival means approval of the rules of this Regulation.

VI.2 All issues not included in this Regulation will be decided by the Festival Organizers represented by the Festival Director and Programme Director.
